SAVE OUR STAGES ACT - the basics

PAPA provides a tax rebate of up to $15,000 per year for performing arts venues that meet the following requirements.

 

1 - Provides 15B in GRANTS to live performance venues, promoters, theatrical producers, or live performing arts organization operators, museum operators, motion picture theatre operators, and talent representatives
 

2 - The Grants will be administered by the Small Business Administration (SBA)
 

3 - The Save Our Stages Act is a victory for The National Independent Venue Association (NIVA) and the broader independent venue community and those that surround it.

THE SHUTTERED VENUES OPERATORS GRANT (SVOG)


The Basics

 1 - The SVOG provides $15 billion in GRANTS to live performance venues, promoters, theatrical producers, or live performing arts organization operators, museum operators, motion picture theatre operators, and talent representatives.
 

2 - The Small Business Administration (SBA) will administer the SVOG.
 

3 - Visit the SBA website for more information on the SVOG.

 HOW DO I APPLY FOR SVOG FUNDING?

What Should I Do First?

The SBA is still working out the details and process for administering  the funding, but in the meantime here are a couple things to do first:


1 - Visit the SBA website and read the summary of the SVOG to determine if you are eligible. 

 

2 - If you are eligible, you will need a Dun & Bradstreet number (DUNS). You can register for a DUNS number HERE. You can also contact them at (866) 990-5845 to request they expedite your registration.


3 - You will also need to register with the federal government System for Award Management (SAM) and you can register HERE.

The Department of Small and Local Business Development (DSLBD) supports the development, economic growth, and retention of District-based businesses, and promotes economic development throughout the District's commercial corridors.

 

The Office of Nightlife and Culture (MONC) serves as an intermediary between nightlife establishments, residents, and the District government. In addition, MONC promotes a safe, economically, and culturally vibrant night-time economy; engages nightlife stakeholders by conducting outreach and providing assistance; solves night-time issues by collaborating with District government agencies; and educates nightlife establishments on existing district policies and regulations through quarterly training.

To apply for the PAPA Tax Rebate, you first need to determine if you are ELIGIBLE. If you are eligible, then you need to take ACTION.


ELIGIBILITY REQUIREMENTS

Use the below checklist to determine if you are eligible for the PAPA Tax Rebate in 2020 Tax Year.  If each statement is true for you and your venue you are eligible for PAPA!

 

ALL five statements must be true.

My venue hosted live performances for at least 48 hours per month for at least 5 months during tax year 2020 (Oct 2019 - Sep 2020.)

My venue and/or business entity has paid performers for those live performances

My venue has a seating capacity of less than 300 seats.

My lease with the owner of the building shows that I am responsible for a portion of the property taxes, based on my usage of the building.

 I can prove that the property taxes for tax year 2020 have been paid.

Reach out to the owner of your building, let them know you will be applying for the PAPA Tax Rebate, Ask for proof that the real property tax for 2020 has been paid.

Once you have collected all additional documents, complete and submit the PAPA Tax Rebate application. It's due Sep 15, 2020.

Mental Health Support for the District's Creatives

Your CAO has partnered with The George Washington University Community Counseling Service Center (CCSC) to provide you pay-what-you-can mental health support.  Creatives who reach out to Lindsay at CCSCFoggyBottom@gwu.edu will be matched with a clinical intern to support them through a solution oriented brief therapy approach. All services are confidential and will be provided via tele-health.

BOB improves access to actionable information, education and support for creative entrepreneurs through tutorials and trainings, improves awareness around why business basics matter, and provides one on one support to get those basics in order.

APPLICATION CHECKLIST

Follow this checklist to complete your PAPA 2020 tax rebate

Once you have completed each task you are ready to submit your application for the PAPA 2020 Tax Rebate. Remember to submit your application

ON OR BEFORE SEPTEMBER 15, 2020!

APPLICATION INFO

Download and print the PAPA Tax Rebate Application Form so you can review and make sure you have all necessary information and documents to complete it.

PART I is pretty self explanatory. You will need to include basic contact info, property info, and your Federal EIN number.

PART II asks for the amount of your share of the real property tax bill and the % of the building that represents. This should be in your lease documents or on the bill the owner provides you when you pay them your portion of the real property tax.


PART III only requires a to confirm you are applying for the PAPA Tax Rebate!

ADDITIONAL DOCUMENTATION

You will need to submit a copy of each of the following documents with your application.

A clean copy of your current lease including the start and end date and the % of the building area you are responsible for.

 

Proof that the 2020 real property tax bill has been paid. This could be proof of an online payment or a copy of the cancelled check. If you are not the owner of the building, you will need to request this from the owner.

 

You will also need a copy of the certificate of occupancy. You may have this or you may need to request it from the owner.

 

A copy of your schedule of live performances between Oct 2019 - Mar 2020. This should include names of performers, dates, and total hours. Keep in mind each month should equal at least 48 hours.

 

A copy of proof of payment to performers, by the business entity, for the live performances between Oct 2019 - Mar 2020. This should line up with the schedule of live performances above. This could be proof of an online payment or payment app, or a copy of the cancelled check.

 

COMPLETE YOUR APPLICATION

Now that you have all the info you need, it's time to fill out the application, and email it with all your documents to adjustments@dc.gov.
